[icinga-devel] invalid user 'icinga' in make install

No it doesn't. There was a discussion about that some time ago. IIRC 
there was the point where you run configure and make as normal user and 
for adding a user you needed sudo/root. Also some people have their own 
users (i.e. for security reasons) and they use the option 
--with-icinga-user=bla
