[icinga-users] Downtime Still Sending Notifications

OS is CentOS 6.3
Icinga Version is 1.8.1
using the new UI, icinga-web 1.8.0

install method is via source

configure line is:

./configure --prefix=/usr/local/icinga --with-nrpe-user=icinga
--with-nrpe-group=icinga --with-nagios-user=icinga
--with-nagios-group=icinga --with-command-group=icinga-cmd
--enable-idoutils --enable-ssl --libexecdir=/usr/local/icinga/libexec
--bindir=/usr/local/icinga/bin
